A transformative initiative focused on enhancing digital connectivity across Puerto Rico. Rooted in the deployment and operation of public Wi-Fi hotspots, this program seeks to bridge the digital divide by providing free internet access to residents and visitors within identified locations in municipalities.
The program extends beyond Wi-Fi deployment, offering the opportunity to bolster fixed and mobile wireless broadband infrastructure throughout the island. This program will serve as the foundation for ongoing funding to support wireless infrastructure costs for free public Wi-Fi hotspot zones within participating municipalities. This initiative will provide funds for the construction/rehabilitation of structures such as towers, smart poles, cabinets, prefabricated buildings, and other installations; backhaul including aerial and buried fiber and microwave; power including primary and backup power, equipment used for the public Wi-Fi hotspot zones, and other underlying supporting infrastructure. Wi-Fi hotspot zones and infrastructure supporting fixed or mobile broadband service will complement this effort and help address the delay in broadband availability. The deployment of Wi-Fi hotspot zones will also help address issues of affordability. Providing access to free Wi-Fi service in underdeveloped areas will incentivize and promote economic growth, resulting in social benefits.

Stage: Evaluation of Proponents
Immediate Items: Proposal Evaluation
Key Aspects:
1. Digital Inclusion: The program prioritizes inclusivity by deploying public Wi-Fi hotspots in key locations within municipalities. This approach ensures that residents and visitors, regardless of their socio-economic backgrounds, have access to free internet connectivity, fostering equitable digital access.
2. Grant Program: The initiative operates as a grant program, allowing eligible applicants to propose the deployment of public Wi-Fi hotspots and additional infrastructure to support wireless broadband services. This encourages innovation and collaboration in expanding connectivity.
3. Comprehensive Infrastructure: In addition to Wi-Fi hotspots, applicants can secure funding to establish a broader infrastructure ecosystem. This includes the deployment of smart poles, towers, fiber backhaul, microwave backhaul, and reliable power systems, collectively enhancing the quality and reach of wireless broadband services.
4. Enhancing Connectivity: By supporting fixed and mobile wireless broadband infrastructure, the program not only improves Wi-Fi access but also strengthens Puerto Rico's overall connectivity landscape. This enables efficient internet usage for a wide range of applications and devices.
5. Free Wi-Fi Access: The Wi-Fi service offered within designated zones is provided to the public free of charge. This democratizes access to information, online services, and educational resources, contributing to individual empowerment and community development.
6. Long-Term Commitment: Grant Program Recipients commit to maintaining, operating, and upgrading the Wi-Fi hotspots for a minimum of ten years. This long-term commitment ensures sustained access to connectivity and a lasting positive impact on the communities served.
7. Smart Infrastructure: The inclusion of smart poles and other supporting structures demonstrates a forward-looking approach. These elements provide the potential for future integration of smart city technologies, further enhancing the quality of life for residents.
8. Reliable Backhaul: The program's focus on establishing robust fiber and microwave backhaul connections ensures the seamless flow of data, reducing latency and improving overall network performance.
9. Community and Economic Impact: The initiative not only drives digital empowerment but also stimulates economic growth. Access to free Wi-Fi supports local businesses, tourism, and educational institutions, fostering a more vibrant and connected community.
10. Collaboration and Innovation: By encouraging applicants to propose creative solutions for connectivity expansion, the program promotes collaboration between public and private entities, driving innovation and sustainable development in Puerto Rico's digital landscape.
