Programa de Banda Ancha
de Puerto Rico

El Programa de Banda Ancha de Puerto Rico es creado por el Gobierno de Puerto Rico mediante la Orden Ejecutiva 2021-40 y posteriormente modificado por la Orden Ejecutiva 2024-008. El fin primordial de este programa será coordinar, autorizar y ejecutar el desembolso de los fondos locales y federales asignados a Puerto Rico para la construcción de infraestructura de banda ancha en la isla. El Programa desarrolló un plan estratégico de 5 años el cual garantizará que los fondos se utilicen dentro de los términos establecidos para así hacerlo y asegurará que se construya prontamente la infraestructura de banda ancha necesaria para cerrar la brecha digital en la isla.

El Programa también tendrá la obligación de establecer los controles necesarios para asegurar que el uso de estos fondos se realice conforme a las normas aplicables. El Programa será administrado por un Comité Ejecutivo que estará compuesto del Principal Ejecutivo de Innovación e Información del Gobierno, un funcionario con poder decisional del Negociado de Telecomunicaciones, de la Oficina de Gerencia y Presupuesto, del Departamento de Hacienda y el Secretario Auxiliar de la Gobernación para Innovación, Información, Datos y Tecnología.

Conectividad

Conectividad para todas las estructuras residenciales, comerciales y gubernamentales en Puerto Rico, para que todo residente de la isla tenga acceso a Internet de alta velocidad a través de la infraestructura correcta.

Calidad

Calidad y velocidad en la conectividad que llega al ciudadano a su hogar, negocio u oficina garantizando una capacidad mínima recurrente de 100MPS/20MPS.

Accesibilidad

Accesibilidad para que el ciudadano pueda obtener el Internet de alta velocidad de forma confiable y a un precio accesible.

Conocimiento

Conocimiento básico para que todo ciudadano pueda utilizar los equipos tecnológicos necesarios para conectarse al Internet de alta velocidad, ya sea para conectarse con su gobierno, escuela, médicos y/o trabajo.

The four pillars of the Program are focused on:
Connectivity

Connectivity for all residential, commercial and government structures in Puerto Rico, so that every resident of the island has access to high speed Internet through the right infrastructure.

Quality

Quality and speed of connectivity that reaches citizens to their home, business or office, guaranteeing a minimum recurring capacity of 100MPS/20MPS.

Accessibility

Accessibility so that citizens can obtain high speed Internet reliably and at an affordable price.

Knowledge

Basic knowledge so that every citizen can use the technological equipment necessary to connect to high-speed Internet, whether to connect to their government, education, health services, and/or work.

Uses and Allocations

Here are details of what the funds can be used for:

  • Planning for the deployment of high-speed Internet, including conducting research, data collection, outreach, and training.
  • Implement or upgrade the Internet in underserved areas or improve service to anchor organizations in the community
  • Internet and Wi-Fi installation in multi-unit residential buildings
  • Adoption and digital equity programs for communities.
  • Workforce development and vocational training programs that work to develop, implement and oversee digital equity plans
  • Improve online accessibility and the inclusion of public resources
  • Provide digital literacy and skills education to covered populations
  • Facilitate the adoption of high-speed Internet by covered populations
  • Develop and implement a broadband program specially designed for Puerto Rico
  • Update Puerto Rico's Strategic Broadband Assessment and establish a system for continuous updates, data analysis and maintenance
  • Provide greater reach and faster connectivity to users, at levels compatible with the 2015 Puerto Rico Strategic Assessment (100/50) and higher than minimum federal requirements (25/3)
  • Connecting critical public institutions, including schools, hospitals and libraries• Improving infrastructure resilience by favoring buried ducts over air infrastructure
  • Encourage the participation of local vendors
  • Enable the distribution of reliable and up-to-date local data that supports the monitoring and evaluation of the digital divide• Construction, improvement or acquisition of facilities and equipment
  • Engineering design, permits and work related to digital project reviews• Personnel expenses, including salaries and benefits for staff and consultants
  • Address a critical broadband need that emerged, became apparent, or worsened due to the COVID-19 public health emergency.

  • Digital Connectivity Technology Projects

Funding under the Capital Project Fund program will not cover general
infrastructure projects, including roads, bridges, transit systems, and ports, as
these are ineligible. Similarly, the general construction and improvement of
traditional hospitals and schools are not automatically presumed eligible.
However, there may be opportunities for these projects to qualify for funding
if they meet the specific eligibility criteria of the Capital Project Fund
program.
